ECB justifies including Deutsche Bank China sale in stress tests

Financial Times reported about the Deutsche Bank stress test

After the Financial Times reported in October that Deutsche Bank had received the concession in the tests, Fabio De Masi, a leftwing German politician and member of the European Parliament, asked the central bank to explain its decision.

"[...] In a letter to Mr De Masi sent this week, Danièle Nouy, chair of the ECB’s supervisory board, said that by the end of 2015 Deutsche Bank had entered into a binding agreement to sell the stake, and reflected this fact in its annual results. “The sale was therefore considered to be completed in this sense,” she wrote.

In addition, Ms Nouy said that “prior to the finalisation of the stress test, ECB banking supervision had received sufficient confirmation from the competent Chinese authorities to deem the closure in 2016 a formality and the requirements for approval in line with the European Banking Authority methodology fulfilled”.

“Accordingly, the supervisory board of the ECB approved the one-off adjustment. The review by the EBA’s board of supervisors confirmed this assessment,” she wrote. [...]"

"[...] Der Abgeordnete der Linksfraktion im EU-Parlament Fabio De Masi hatte im Oktober bei der Europäischen Zentralbank (EZB) nachgehakt, der die EBA unterstellt ist. Die Leiterin des Bankenaufsichtsmechanismus bei der EZB, Danièle Nouy, antwortete ihm: »Wir haben alle Banken in derselben Situation auf die gleiche Art und Weise behandelt. Ich glaube, dass wir getan haben, was wir tun mussten.«

Gegenüber jW erklärte De Masi am Freitag: »Die EZB kann immer noch nicht erklären, warum der Deutschen Bank beim Bankenstresstest Bilanzkosmetik gestattet wurde. Frei nach Trumps Motto: Make Deutsche Bank Great Again.« Es sei offensichtlich, dass andere Banken anders behandelt wurden, so De Masi. Für den Parlamentarier ist das Handeln der Bankenaufsicht keine Lapalie: »Die Deutsche Bank ist die gefährlichste Bank der Welt und zu groß, zu vernetzt und zu mächtig zum Scheitern.« Sie müsse aufgespalten und das Investmentbanking kontrolliert abgewickelt werden. Zuletzt war der Aktienkurs des Geldhauses auf ein Allzeittief gesunken. Das Volumen hochspekulativer Derivate soll sich auf rund 42 Billionen Euro belaufen. Gerüchte über eine deutsche Staatsbeteiligung oder ein verstärkte ausländische Investments machten die Runde. Eine Rettung durch »katarische Terrorpaten oder eine Fusion mit der Commerzbank, wie dies von Schwarz bis Grün im Bundestag gewollt ist, würde die Konzentration und Streuung der Risiken sogar erhöhen«, warnte De Masi. »Zweimal minus gibt bei Banken selten plus«, sagte De Masi zu möglichen Übernahmeplänen."
