For a democratic Europe with lived solidarity – also in the EU-Institutions

Speakers: Peter Feldmann – Lord Mayor of Frankfurt am Main; Fabio de Masi – Member of the European Parliament; Janine Wissler – Member of Hesse State Parliament; Juan Pedro Pérez Escanilla – USF; Philipp Jacks – DGB-(German Union Federation) Chair Frankfurt am Main; Gudrun Schmidt – PAPI; Carlos Bowles –ECB Staff Committee Spokesperson; Johannes Priesemann –IPSO President What is going on in the ECB? What is this all about? For many years the ECB has used temporary agency staff for permanent work – without consulting staff representatives. Many colleagues have been working for the ECB for more than 5 years and not few for more than 10 years for worse conditions, worse than their ECB colleagues. They face permanent pressure to lose their jobs. Many come from Southern and Eastern Europe. The new law on temporary agency work (AÜG) makes this model unfeasible. Now the plan is to outsource the work. The jobs of more than 120 colleagues in the ECB’s IT department are at risk. The ECB has never consulted the staff representatives prior to any assignment of temporary agency workers – as is required by the law. The ECB applies the AÜG only partially. Our “Staff Committee” cannot appeal at German or European Courts. There is no staff participation as foreseen in the law and the EU Directive. Now the ECB management wishes to hire an external company for that work. We know what this means: additional pressure on the salaries – permanent job-insecurity – worse quality – higher cost – higher risks for our highly sensible data (banking supervision, monetary policy). IPSO, the International and European Public Services Organisation) represents all those working at and for the European Central Bank (ECB). Not only do we stand up for the rights of our directly employed colleagues but also for those on precarious contracts and in temporary labour assignments. Today we call on your solidarity for these colleagues. IPSO is in talks with the ECB and pledges you to support our claims: • No outsourcing of ECB IT! • Creation of positions for affected colleagues with equal salary • Hiring of affected staff by the ECB • For a Europe with a social spirit and solidarity for all
